Legislative and policy tasks in the context of the COVID-19 pandemic crisis and health security

Abstract
In view of the increasing importance of securing infectious disease vaccines, therapeutics, and diagnostic devices in terms of health and security, it is necessary to accumulate national capabilities for comprehensive security in the wake of the COVID-19 pandemic and to make emergency measures for responses. However, in Korea, except for emergency financial orders from the president, there is no legal basis for securing vaccines or therapeutics in the first place in terms of health and security, providing financial support to rapidly develop them, or measures that can be supported without bureaucratic restrictions on research institutes in the current situation.
In this study, it is presented the concept of health security in response to the COVID-19 crisis, and drawn to the necessity for the health security crisis. The study is reviewing the current status of domestic and foreign legislation on national countermeasures. In addition, in the event of a health security crisis for national defense security or response to a health crisis, the legislative model of each country is looked for relevant measures such as domestic priority supply and procurement of supplies and vaccine development for priority. Accordingly the views of both sides are studied in detail and come to the conclusion that what measures are required and which the legislative policy direction is going.
